The following base trial is based on NYX Chrome Eyeshadow in Princess applied with Visine ONLY (left eye) and NYX Chrome Eyeshadow in Princess applied with Visine OVER Urban Decay Primer Potion (right eye). Please advise that MAC Parfait Amour e/s is used to further intensify the color base. Results for this base trial are reported as of the end of the day, unless stated otherwise. Directional cues are according to how you see the pictures on your screen (your left, not my left). This trial is taken from my Hello Parfait Amour FOTD.
Visine is primarily used for combating redness and irritation in eyes. But people have found another use for this conveniently packaged liquid - a mixing medium! So to put it to the test, I've used it to foil NYX's Chrome Eyeshadow in Princess for this this base trial.
After experimenting with this trial base, I still prefer my homemade mixing medium or MAC FIX+ to Visine. The reason for my preference is that the ingredients of the homemade mixing medium and MAC FIX+ are made to be absorbed through skin as that is the reason for their cosmetics creation. Whereas Visine is made to be absorbed through the eye.
Now, I'm not a professional on the safety of ingredients and I'm sure one would attest that if it's safe to go in your eye, it should be safe to use on skin. Because that is exactly what I was thinking. After checking out the active ingredients in Visine on the Cosmetics Database, Tetrahydrozoline Hydrochloride (HCl) is marked as "banned or restricted in cosmetics" under the European Union (EU) cosmetics standards.
Cosmetics standards under the European Union are more stringent than they are here in the United States "banning hundreds of known or probable carcinogens, mutagens or reproductive toxicants from perfume, makeup, hair dye and other cosmetics", according to an article in the San Francisco Chronicle. With big companies like Revlon and L'Oreal stepping up to the plate to comply with high level EU standards when making their cosmetics, there is probably a very good reason why Tetrahydrozoline HCl is on that list.
With that said, it really is at your discretion, and comfort-level, if you choose to proceed in using Visine as a mixing medium. I used it as a demonstration for this base trial, but for me personally, I will most likely not use it for any other purpose other than using it to "get the red out". Remember, I'm not a professional on the safety of ingredients so as I share this with you, please do your research and exercise with caution :)

Color payoff
I would say that the color at the end of the day is pretty darn good. It definitely doesn't have fresh written all over it, but each color is fairly identifiable and not absorbed so that is a good thing!
Crease Factor
My tear ducts win AGAIN! Tear ducts = 908,309,203,980; crease = very VERY little, lol.
Ease of use/blending
The dropper on the Visine bottle definitely makes using this very consistent and convenient. Just one drop is all that is needed on the brush bristles, a quick run on a tissue to absorb the extra liquid, and all that's left is dipping it into your pigment form color base of choice. As for blending eyeshadows on top of it, it didn't seem to effect it at all.

Firm bristles brushes like the MAC 242 or 252, or the MAC 239 will work also.
Using it this way is great if you have...
Dry or normal eyelids!
Using it this way is not so great if you have...
eyelids that are oily unless you like showcasing a little fashion streak across the lid. Then by all means, more power to you :)
Overall...
It could always do better on a drier canvas, like oh, I don't know... UDPP?? :)

In a method comparison to using the Homemade Mixing Medium or MAC FIX+ OVER UDPP, the results are hardly distinguishable to using Visine OVER UDPP. I think either of the three choices as a mixing medium would suffice.

Chris Hi sis! Out of the mixing mediums, I choose either homemade MM or FIX+. Out of ALL the base trials, Paint Pots w/ moisturizer. All of them over UDPP. I just can't do it without it, lol.

Have you tried using saline/contacts solution as base? I've tried that once to apply eyeliner, but it didn't work any better that plain old water (if I remember correctly). But then again, I have some oily-ass eyelids.
